James A. (Jay) Barker, Jr. is a health care and litigation partner. His practice encompasses a wide variety of areas, including representation of hospitals, health care systems, and other health care providers and enterprises.

Health Care Information Systems

Jay advises hospital and other health-care clients on information-systems transactions and contracts, including in hosting, outsourcing, acquisition of software, and other matters. Jay, who has extensive experience in both the business and legal side of these issues, helps protect clients against the risk of system, software or service failure.

Jay is also outside general counsel to a company that owns and operates a major database on patients with various diseases, helping address issues in the data and health-care industries, as well as in the complex and rapidly changing regulatory environment.

Medicaid Managed Care Litigation

Jay frequently represents Medicaid Managed Care organizations in appeals by beneficiaries and other matters. He has substantial knowledge and experience in both Medicaid and Medicare re-imbursement issues.

First Amendment Libel Law

Jay, a former journalist, has extensive experience advising news organizations on libel and other First Amendment issues.
